Support of HB110 - Alba Brice, Brice Companies

Dear House Finance Committee Members,

My name is Alba Brice, and I live in Anchorage. I was born in Fairbanks so I am a homegrown Alaskan. I support House Bill 110 as I believe it is a critical step to bring Alaska back in line to be a competitive option for further oil development and to foster the (re) creation of an investment climate we need desperately.

I am Vice President of Brice Companies, whose core business is heavy civil construction. Our business relies on a vibrant Alaska economy for its sustainability and growth. Currently, we are seeing the negative effects of the existing oil tax structure combined with the general weakness in the nation's economy. As the flow of oil through our pipeline decreases steadily, Alaska's position as a leading resource state is being threatened by outside developments and attractive investment options elsewhere. Even during these times of high oil prices, we are seeing this decline in investment and exploration.

As so much of our economy is hinged upon a healthy oil industry, the current trend is extremely troubling. I encourage your committee to examine the long term view in regard to Alaska's economy. The short term cost will be a prudent investment to help create long term stability and growth in our economy.

I come from a culture and family background that consisted of "can do" people for Alaska regardless of political leanings. This is not a Republican issue, this is not a Democratic issue--this is an Alaskan issue. The path for long term sustainability and growth for Alaska's future requires that we maintain a competitive "open for business" climate. HB 110 is a critical step in that direction.
